The Ling cod fish and chips is a huge winner showing up with no signs of oil.
The chowder gets high marks as well.

You will not be disappointed.
One of the best places to eat seafood on Whidbey. I've had several items off the menu and am yet to be disappointed. The only downside to this place is it can be extremely busy, during the summer I'd show up an hour before you want to eat. If you're by yourself, there is usually bar seating.
Great seafood restaurant to have fish and chips, mussels and chowder. The service is good. We were here Saturday night and the wait was about 10-15 minutes.
Toby's is a classic tavern and so much more. Do not miss this local gem. Try the famous Penn cove mussels, get some clam chowder, add some alcohol and a view. Mix it all together and make your own happiness. Be sure to grab some pulltabs while you wait.
Passing through and I saw the mussels photos and KNEW I had to go… IT WAS GOOD! The mussels are fresh and farmed from just down the street.
Always love this place! Every time we visit Coupeville, this is where we come. With that wait and always friendly staff.
Best chowder and amazing fish and chips!
Stop here for some fresh mussels or chowder. Other menu options as well in a bar/restaurant atmosphere. Interesting history to the building as well. Very casual. Plenty of seating but could get pretty busy in season.
Had the garlic bread and clam chowder, with fish and chips, awesome! Too much food for me, but tasty. Loved the 70's music and the eclectic decor.
